Either the provincial government believes in its legislative authority to act in the interest of public health or it doesn't.
Deputy premier Clay Serby's lame attempts to duck the issue of smoking on Native-owned property, including four provincially sanctioned casinos, suggests that the government lacks the courage of its convictions, at least if it means getting into a legal scrap with Saskatchewan's Indian leaders.
